NDAA 3116 Waste Determinations
The Meeting Summaries for Development of the Savannah River Site F Area Tank Farm
Performance Assessment cover informal discussions between representatives of the
Department of Energy (DOE), Nuclear Regulatory Commission (NRC), South Carolina
Department of Health and Environmental Control (SCDHEC), and the Environmental
Protection Agency (EPA) to support DOE’s preparation of a new performance assessment
for the Savannah River Site F Area Tank Farm. These discussions have included the
underlying assumptions, input parameters, and modeling approaches to be taken in
developing this assessment. These technical discussions are intended to facilitate
preparation of a final performance assessment. Once completed, the F Area Tank Farm
Performance Assessment document will undergo review by the NRC, SCDHEC, and EPA.
DOE prepares a summary of each of the informal technical meetings.
Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal
Year 2005 authorizes the Secretary of Energy, in consultation with the Nuclear Regulatory
Commission, to determine that certain waste from reprocessing spent nuclear fuel is not
high-level waste and that it may instead be disposed of as low-level waste if it meets
the criteria set forth in Section 3116.
Currently, the Department of Energy-Savannah River Site (DOE-SRS) is drafting a waste
determination (WD) for their F-Tank Farm (FTF). The FTF WD encompasses the closure of the
entire FTF and will be available for review in the Fall 2010. In support of this
WD, DOE-SRS prepared a draft Performance Assessment
(PA) which was provided to the Nuclear Regulatory Commission for their consultation.
The FTF PA is being finalized based on comments received.
