Jack Surash entered the Senior Executive Service in September 2005 at the Department of Energy’s National Nuclear Security Administration where he was Director, Office of Infrastructure and Facilities Management. In 2006, Jack was selected for his current position where he leads acquisition and project management efforts for the Department of Energy’s $189 billion Environmental Management portfolio. A native of Charlotte, North Carolina and raised in Rochester, New York, he has served the nation in key positions around the world.
Jack entered the Navy through a Naval ROTC scholarship at the University of Rochester where he received a Bachelor of Science degree in Mechanical Engineering and was commissioned in the Navy Civil Engineer Corps. Later, he earned a Master of Engineering degree in Mechanical Engineering at Texas A&M University, and completed the Advanced Management Program at Duke University, Fuqua School of Business.
Prior to joining the Dept. of Energy, he was a Business Development Manager for Johnson Controls, Inc. From 2003 to 2004, Jack was the Chief Business Officer for Miami-Dade County

Public Schools, the 4th largest K-12 public school district in the U.S., where he tripled annual construction contract awards, initiated $325 million of new project designs, and was responsible for facilities planning, construction, maintenance, food service, and school bus transportation. During a twenty-seven year distinguished Navy career, Jack served in a broad range of increasingly responsible facilities management, design, construction, contracting, and “Seabee” (Construction Battalion) assignments literally around the world. He commanded Naval Mobile Construction Battalion Seven from 1995 to 1997. Jack commanded Navy Public Works Center, San Diego from 1999 to 2001, serving as the Chief Executive Officer of a $350 million/year, 1,700 employee organization providing facilities management, utilities, environmental, transportation, and engineering services to all Navy and Marine Corps activities in southern California.
Under his leadership, Navy Public Works Center San Diego received the California Eureka Award for Performance Excellence and Vice President Gore’s Hammer Award. In 2001, they received the President’s Quality Award for Quality Improvement following the Malcolm Baldrige criteria. For actions during the 2001 California electricity crisis, his Navy Region Southwest Regional Energy Team received a Presidential Award for Leadership in Federal Energy Management, and numerous other recognitions including an Energy Leadership Award from the San Diego Regional Energy Office and an Excellence in Energy Award from the San Diego Business Journal. In addition, Mr. Surash was presented the Department of Energy’s Louis R. Harris Award in 2001 for establishing one of the Federal Government's first resource efficiency management programs. Jack is a registered professional engineer, a member of the Acquisition Professional Community, American Society of Mechanical Engineers, and the Project Management Institute. |
