Ms Diane Cochran is the new Deputy Assistant Secretary for Human Capital and Business Services, Office of Environmental Management, Department of Energy. She is returning to DOE after two years as a Deputy Associate Director at the United States Office of Personnel Management, where she was responsible for consultation with agencies on human capital initiatives and had oversight of Senior Executive Service performance management system certifications and the Qualifications Review Board approval of new selections to the SES. In addition to her work with OPM and DOE, she has worked in the Department of the Air Force, and Department of the Navy, at a variety of locations in the Unites States and abroad. Ms Cochran has spent 29 years working n Human Resources/Human Capital at both headquarters and field locations, engaged in operations, policy, and strategic planning. She is a graduate of the University of Maryland and Air Command and Staff College, residential program, Maxwell AFB.
