As Executive Officer of the Office of Environmental Management (EM), Mr. William (Bill) Levitan is the senior
staff advisor to the Assistant Secretary and Principal Deputy Assistant Secretary. He provides guidance and
direction for technical and management analyses at Headquarters and the field sites to resolve issues and to
support the program mission. He also acts as liaison within EM and between EM and other DOE offices and
government agencies.
Mr. Levitan’s career has focused on environmental issues from technical, project management, and business
management perspectives. From 1977 to 1993, he worked at two environmental consulting/engineering firms –
Dames & Moore (until 1987) and NUS Corporation. His technical and project management involvement focused on
environmental impact analyses, site and contamination characterization, risk assessment, remediation, and
regulatory compliance analysis and audits. Projects included power production; water resources infrastructure;
government, industrial, and commercial development and operations; and inactive facilities and sites. His

business responsibilities included business development, proposal preparation, and office and technical group
management. At Dames & Moore, Mr. Levitan managed the day-to-day operations of the Bethesda, Maryland, office
and at the NUS Gaithersburg, Maryland, office led the Compliance Assurance Division.
In 1993, Mr. Levitan joined the U.S. Department of Energy’s Office of Environmental Management at Headquarters.
His responsibilities during his first three years included waste management and laboratory program management
for the Hanford Site and cross-cutting EM coordination for the Oak Ridge Reservation. Since 1996, Mr. Levitan
has directly served three Assistant Secretaries as Special Assistant, Technical Communications Advisor, and
Executive Officer. He played an instrumental role during this period in transitioning the EM program to one
focused on risk-based, project-oriented site closure and cleanup completion. In addition, from 2002 to 2004,
he was Director of the Offices of Planning and Analysis and Project Planning and Controls.
He received his B.A. in Natural Sciences from the Johns Hopkins University and his M.S. in Marine Studies
(Environmental Toxicology) from the University of Delaware.
