Merle L. Sykes is the Deputy Assistant Secretary for Program Planning and Budget. Merle began her career as an
entry level analyst at Cost Engineering Research, Inc, where she was promoted to Vice President, elected to the
Board of Directors and designated as corporate treasurer. She then moved to the Office of Environmental Management
where she worked in various positions from 1991 to 1997. Merle then moved to the US Environmental Protection Agency
as a Chemical Review Manager. She returned to DOE in 1997, serving as a team leader in the Office of the Chief
Financial Officer and returned to Environmental Management as the Director of Strategic Planning and Analysis in
2007. She has earned a BS in Operations Management with a minor in Computer Science from Pennsylvania State
University and a MS in Engineering Administration from George Washington University.
