Ms. Joann Luczak assumed the position of Environmental Management’s (EM) Director
for the Office of Budget in August 2009; transferring from the Office of the Chief
Financial Officer (CFO) where she was on special assignment since June 2008, to
the CFO and his Deputy providing management guidance, conducting special analyses,
and recommending budget policies that addressed problems across the Department of
Energy (DOE).
Ms. Luczak is a proven leader and senior executive, with 30 years of Federal budget
experience most of it gained within the DOE/CFO where she served in various leadership
roles rising through the ranks to the position of Deputy Director, Office of Budget
effective October, 2002 through June, 2008. In that capacity she was responsible
for the day to day management of a staff of 36 federal employees and, supporting
the Budget Director, the annual DOE budget of approximately $25 billion.
Ms. Luczak formerly represented the Department of Energy on the Budget Officers
Advisory Council, BOAC, which provides overall budgetary guidance to federal agencies
and is chaired by the Office of Management and Budget.
Ms. Luczak received her B.S. Degree in Political Science and Economics at Western
Illinois University followed by her Masters Degree in Political Science.
