Terry Tyborowski is currently the Environmental Management Program’s Acting, Deputy Assistant Secretary for Program Planning and Budget. Prior to this assignment, Terry was the senior advisor to EM’s Principal Deputy (EM-2) for two years, focusing on Savannah River nuclear operations, and developing a systems dynamic model for managing surplus fissile material. At the request of EM-2, Terry led a Task Force of senior technical staff in evaluating EM Headquarters management information systems that support the $6 billion EM budget and project management activities.

Ms. Tyborowski was a senior staff member of the House Appropriations Committee before returning to DOE in 2009. She worked for the Energy and Water Subcommittee for 4 years, overseeing the fossil, nuclear and renewable energy portfolios, as well as the environmental management and loan guarantee accounts. Terry was staff on the Homeland Security Subcommittee for one year, focusing on Science and Technology, Infrastructure Protection and Intelligence accounts.

Prior to her Hill experience, Terry worked for the National Nuclear Security Administration in the Office of Nuclear Nonproliferation (NN) for five years, working on the Russian Plutonium Disposition program, the Material Protection and Cooperation program, and was the senior analyst for nuclear fuel cycle issues in the NN Policy Office.

Terry first joined the Environmental Management program in 1994 to lead the first and second Baseline Environmental Management Report efforts to estimate the total lifecycle cost of the clean-up program. This effort was the first time the organization projected beyond 5 years of program scope to make assumptions of how long and how much it would cost to complete activities. After completion of these efforts, Terry took a detail assignment to the White House Council on Environmental Quality, to serve on a task force for natural resource program reform.

Prior to her DOE experience, Terry was a section chief in the Environmental Protection Agency’s budget office, and a budget preparation specialist at the Executive Office of the President, Office of Management and Budget. She has a B.S. degree in Education from the University of Miami, and a M.P.A. from George Washington University.
