N14 is an "Accredited Standards Committee" by the American National Standards
Institute (ANSI). ANSI facilitates the development of American National
Standards by accrediting the procedures of some 200 standards developers. This
accreditation signifies the procedures used by the standards developer in
connection with American National Standards meet ANSI’s essential requirements
for openness, balance, consensus and due process.
National voluntary consensus standards cover an immense variety of subjects.
Standards are recognized as "good business practice" under:

ANSI National Standards Strategy
N14 develops standards in accordance with ANS approved procedures. ANSI ensures
fairness/completeness in the development process and publishes the standards.
ANSI N14 Management Tasks
The Office of Transportation supports N14 management through the Chair and
Secretary to ensure the continued functioning of N14. In addition, the Office
of Transportation also supports to the ANSI N14 Management Committee in its
deliberations concerning future actions/standards needed. Specifically, the
Office of Transportation through N14 Chair, N14 Secretary and N14 Management
Committee continues to:
(a) Provide N14 secretariat functions for the ANSI N14 activities, including:
maintaining a balanced membership roster; ensuring proper initiation of new
standards projects; circulating standards for ballot; ensuring proper handling
of voting results and comment resolution; formal submission of approved
standards to ANSI for final approval and publication; maintaining the N14
approved procedures and ensuring compliance with these procedures; and,
performing other activities required to maintain N14’s accredited status with
ANSI;
(b) Organize and host the annual N14 Committee and N14 Management Committee
meetings;
(c) Initiate the development of new standards or the revision of existing
standards that are of particular interest to the Office of
Transportation;
In performing the above activities, the Office of Transportation places
emphasis on:
(a) Strengthening coordination between N14 and the appropriate ASME, ASTM and
ISO committees to ensure the most efficient development of standards (avoiding
overlap and gaps); and,
(b) Working with other DOE elements to identify those standards where DOE
and/or its contractors need to be involved in their development and determining
the priority of those standards;
ANSI N14 Technical Tasks
In addition to the management task identified above, the Office of
Transportation is instrumental in identifying and pursuing specific technical
activities and to support the successful development and approval of standards
that are of particular interest to EM and DOE.
